Round up. 20 is closer to what it should be, not 19.

19 as that is the closest mathematical number to match the 2021 NFL penalties per play.

just finished a game with 21 accepted penalties and 24 total penalties 15 accepted against steelers, 3 declined 6 accepted against bears
this just cannot be right - I haven't had less than 7 penalties accepted against me with Steelers in 6 games and at least 2 games with double digit

7 should be the average based on the card were currently using. Anything more or less is just random good luck or bad.

It has been suggested that we use Baltimore's penalty card (19) going forward. Does anyone have any objections?
