Throughout the 20 years that I have been in the league many players have complained that QBs and RBs that have small sample sizes in the NFL can dominate in our league. We have proposed many rules to help moderate the effectiveness of RBs. One of the main counterarguments was that not all players in our C&D league kept statistics and that it would be too hard to track usage. We have settled upon a 51 carry rule for quite a few seasons. In short, if you have 50 or less carries you get 5 per game (which must be tracked manually) and with 51 carries you are unlimited in our league In order to limit the usage of QBs and RBs, I propose the following two rules to be implemented next season (2023-24):
1. QBs In order to be a starting QB, your QB must have 100+ pass attempts. Any other QB is considered a backup QB. Starting QBs will be unlimited in attempts. Backup QBs can only play if the starting QB is injured.
2. RB Fatigue. We would include the RB Fatigue rule in our game. You can find the RB Fatigue rules on your "C" drive in strat-o-matic folder. I have attached a version here for your reference. This will actually give RBs with less than 50 carries five more carries per game without fatigue but will not allow a 51 carry back to rack up 300 carries in a season (without some big penalties).

I'm likely a No to this proposal but first a question on a scenario ...
Regarding QB portion, if a starting NFL QB on ones strat roster suffers a season ending injury in game 4 of NFL and he had only hit say 99 attempts, but as we know, strat would still card that QB. This rule would then mean that injured QB would not be able to start in our league and the owner would need to go and spend too find another QB with 100+ attempts to be able to play that season. Is that correct?

It would be highly unlikely in this NFL that a QB starts 4 games and attempts less than 100 passes*, but my interpretation of the rule is the 100 attempts has nothing to do with the amount of games started.
*Every NFL QB in the last 5 seasons except one, that started at least 4 games, threw 100+ passes. Kyle Allen in 2020 is the only exception with 87 pass attempts.

Chris, can you enlighten me as to how this will increase the value of a QB when every team in our league last season had an NFL QB that threw more than 100 passes? I think maybe you're missing the intent of the rule proposal here. Do we really want to have the Chad Henne's and Jim Sorgi's of the world being dominant players in our league when the design of their cards is only to be used when their real NFL teams QB is injured?

Chris is correct. If less quarterbacks are available to play then the "value" of any QB with over 100 pass attempts increases.

We're not exactly thinning the heard here.
Using an average of 42 per year, that means that more than three quarters of the league would likely have two QB's with 100+ attempts. Those numbers will not increase the cost of a QB, that's merely speculation. What it will do is decrease the cost of obtaining a QB card because it can't be grossly overplayed that when it was designed to be used as a backup. No Jim Sorgi's over Donovan McNabb. No Chad Henne's over Matthew Stafford. I think you get the idea.

And for those who are bothered by the word "Attempts", maybe an alternative would be to say a QB who started less than 4 games in the prior season can only be used as a backup for a team.

I think the key word in your counter is "available." Even though I proposed the rule, I also have concerns about QB availability. In conjunction with a rule like this, I think we might need to add another procedural rule that states you cannot have more than 800 attempts on your roster prior to the draft. For example, if you have Tom Brady and Kirk Cousins you would have to trade one of them or cut one prior to the draft.
