That's a rule I've seen used in other leagues that I can live with either way. That being said, I don't specifically like it, but can live with it. I think the easier solve is to limit your rostered QB's to 2. With no long term injuries having 3 is just not really necessary, plus it opens up another roster spot that may help you fulfill legal roster requirements easier.
I've never carried two NFL quarterbacks with that many pass attempts unless it happened accidentally. Even in the old days, long term injuries on your QB were pretty rare so I didn't feel the need to do so. I think if you go the route of using an attempts limitation, you would need to grandfather anybody who has this situation currently. I think there may only be two-John with Brady and Cousins and Chris with Murray and Mayfield.
But again to be clear, I'm super flexible on this as my thought process is to "correct" the unrealistic usage of players, QB's in particular. If we try these things and they don't work, we can always tweak them or change back. The end goal of all these proposals for this season or next season is to start the process of moving forward to some realistic usage of the major core players, QB's and RB's in particular.

Where I’m coming from… I actually like the yearly anomalies that Strat produces. These summertime one year Christmas gifts are few and randomly scattered to teams and the draft and make the game more fun.
Limiting the number of QBs on a roster hinders teams without a solid QB trying to improve by having fewer prospects.
If a 100 attempts rule were to be implemented with 1.75 QBs available per team it would make more sense to limit teams to 2 qualifying QBs per team instead of targeting Kirk Cousins & Dorian Brady. ( Murray & Mayfield are on different teams).

How about using 50 attempts instead of 100. This eliminates the Jim Sorgi-type players.

Total available QB's with more than 50 attempts the last 5 seasons.
2021-53 2020-48 2019-53 2018-50 2017-46
This makes a few more each year available year. I'm not sure what the exact best solution is, whether it be minimum attempts, minimum starts, or limiting attempts per roster but I'm definitely in favor of something.

I would be more interested in seeing an average of attempts for quarterbacks over say 3 seasons. In this circumstance a quarterback has 400, 400, and 75 over 3 seasons. This quarterback is a stud you want to use but was unfortunate enough to have a season ending injury in one season. In real football that QB could come back and start the year after the injury, with this rule he would not in our league. if the QB has an average of less than 100 attempts over the last three seasons this would more accurately reflect that he is a back up.
RB rule is a yes

In 2009 Matt Stafford had 377 attempts, in 2010 he had 96, he then came back in 2011 and had 663. In 2010 he had a shoulder injury that cost him most of the season. Now if you had him on your roster, the new rule would not let you start him in our 2011 season, when he was drafted it was based on his rookie of the year 2009 season. if you averaged him over 3 seasons the total would be 377+96+0=473 which is an average of 157 attempts per season. This is not a backup and he should be played.

Henne 2018 3, 2020 38, 2021 16, total does not avergae 100 over last 3 years, must be used as back up
Sorgi 2007 36, 2008 30, 2009 0, total does not average over 100 over last 3 years, must be used as back up.

I like Gary's idea but not sure if 100 would be the number to use. Maybe 125, maybe 150.
It may need a small tweak as well-In order to account for rookie cards, you'd have to have something to the effect that a rookie started at least 50% of their teams games. Example would be Justin Fields would technically have averaged on 90 attempts per season (2021-270, 2020-0, 2019-0) but started 10 games last season. This would still eliminate the likes of Sorgi, Henne and Rush which is the goal.
Hypothetically if this rule were being used this season and a QB would have to average 150 attempts over the last three seasons, here's the OFM rostered/carded QB's who would be ineligible to play unless an injury occurs.
