For 2018, I would like to propose that each OFM team have 3 IR spots available that do not count towards roster limits or max players at a position.
Prior to each year's draft, a team can place up to 3 players on their roster on the IR. That player must have received "no card" and been placed on the IR in the NFL (prior season). Players on an OFM team's IR list cannot be cut. If placed on IR and traded, the team trading for the IR player must have an IR spot open. IR players cannot be used in an OFM game under any circumstances.

I'm generally OK with this too since there are so many players in the NFL that go on IR now.

There are 7 bench spots on your roster for protecting these types of players. This would add more complexity to the league's roster management. Would the two teams with "X" players also get more roster spots? Unnecessary change.

Unnecessary change. en.wikipedia.org/wiki/Injured_reserve_listThe 7 inactive players are not used for "protecting" IR players in the NFL. NFL teams are not forced to carry IR players on their 53 man roster, so it would seem logical to take the same philosophy here.
