With the advent of the computer game and in game injuries, we need to ensure that we have "valid" rosters. To that end, I suggest depth chart Minimums:
1. uncarded players will not count towards Minimum requirements 2. You need at least 1 backup at every position except special teams OFFENSE: QB – 2 (MAX 4) HB/FB – 4 TE – 2 WR – 4 OL – 8
DEFENSE: DL – 7 LB – 7 DB – 7
Special Teams: P: 1 (also the max) K: 1 (also the max)(this is a change)
PR: 1 – if he is the sole returner (otherwise 2) KR: 1 – if he is the sole return (otherwise 2)

I agree with the idea in theory but would suggest the following. 3 QB's. No NFL team carries 4. 3 TE's so you can always play a 2 TE set. 5 WR's so you can always play a 4 WR set.
This of course assumes there's not just a weird scenario of massive injuries at a single position.

Don’t the minimums just need to address a roster that can set in each offensive and defensive formation? 3 TEs are not necessary for that. If an injury happens in game, one just can’t lineup that way. 2 QB minimum should be acceptable… etc… the key should be that Pat can straightaway do what he needs to and not have to cheat the game for a formation I think.

I believe if an injury occurs, I do not believe the game prevents you from using a formation. That being said in trying to keep some realism, our roster should not be used as a farm system to hoard at a position. Depth is certainly a lesser factor now with no multi game injuries.
When I mentioned 3 QB's I forgo t to say a maximum of QB's.
Theoretically every starter on you team should have a backup, especially since this league has 53 man rosters. Again, just my opinion, but the makeup should look something like this;
OC-2 minimum, 2 maximum. OG-3 minimum, 4 maximum OT-3 minimum, 4 maximum TE-3 minimum, 4 maximum WR-5 minimum, 6 maximum RB-4 minimum, 5 maximum QB-2 minimum, 3 maximum
DT-3 minimum, 4 maximum (4-3 teams only) NT-2 minimum, 2 maximum (3-4 teams only) ILB-2 minimum, 2 maximum (4-3 teams only) ILB-3 minimum, 4 maximum (3-4 teams only) OLB-3 minimum, 4 maximum CB-3 minimum, 5 maximum S-3 minimum, 5 maximum DB-2 minimum**, 4 maximum (includes NCB)
Kickoff Returner-1 minimum (Minimum of 17 returns) otherwise 2* Punt Returners-1 minimum (Minimum 17 returns) Otherwise 2*
*Any sole #1 KR or PR can be a sole #1 regardless of the amount of returns **Can also be CB's or S subject to a maximum of 10 combined CB/NCB/S/DB
Kicker-1 minimum and maximum Punter-1 minimum and maximum
Players who play multiple positions can be assigned to any of their eligible positions but must be designated at a position for the purpose of roster minimum or maximums only.
Just my thoughts but this makes for a solid roster balance that can account for necessary backups at each position and minimize hoarding at a position.

Minimum requirements Most of your minimums are good except the following:
TE needs to be 3 (2TE formation + 1 injury) RB needs 4 (PRO SET formation + injuries for each back) WR needs 5 (4WR formation and 1 injury) DT needs to be 3 for all defenses (5-6 formation) DB can be 0 if you have enough secondary players for all the positions
I think our maximums are good were they're at.
