What if I don't want the WRs with the most catches to be my 1 and 2? I have to play them?
What if I have a SE with a run block rating (rare) but he has the 2d most catches of my WRs -- he has to play flanker and I waste his run block number?
This is a solution in search of a problem.

I vote no. Let me get this straight. Changing Quarterbacks as many times as you like is ok but you can’t change out wide receivers?

I simply don't want a rule that states I have to start Austin Ekeler at WR because he has the most catches of my WRs. Sometimes I want to play a WR that has a better long card than a flat/short pass card. If he is my receiver with the 4th most catches on the team -- your proposal prohibits him even being on the field!
I can't ever swap out my WRs? But I can flip flop my HB/FB on every play (with the new rule) so that I get the matchup I want? That's why I say it is a solution in search of a problem.
Perhaps your proposal can be written in a way that addresses my concerns.

My vote is no but I do think WR formations need to be addressed because it is too easy to swap a WR away from a specific CB while playing the PC game.

I am comfortable with a rule that states in 3 WR sets your 3rd WR cannot have more catches than your 1 and 2; and in 4 wide sets your 4th wide cannot have more catches than you 1, 2, or 3. The goal of not allowing artificial mismatches due to game limitations is reasonable, the rule just needs to be limited to fix only the perceived harm.

Let me see if I got this right. If I want to go 3 wide with J.D. McKissic as the 3rd WR he has to be either SE or Flanker and my one of starting WR's has to become the 3rd WR because McKissic has more catches? I vote No.
