I propose a rule that states ANY player can be substituted on ANY play regardless of position.

Unequivocally, yes. Happens all the time in the NFL at every position (except maybe long snapper).

I’m under the impression only substitution restriction we have is on QBs?
I vote yes.
If anyone has some insight as to why this rule was first implemented, that would be helpful!

Yes. This will eliminate potential conflict during a game.
I believe bringing in a great flat pass QB on 3rd and short would have caused problems in the old world.

Does the defense have to hover over the QB with mouse each play to see who is in or is it already on the screen? I know this could be a stupid question but I cannot recall.
Just want to make sure it's easy for the defense to know who is at QB ... something we'd need to check on every play. I think it's no different than seeing which RB is in but wasn't too be sure

I vote No. I believe the title of this thread is misleading. It should be re-named the "Proposal to allow QBs to be changed on every play." You can already put in your 2-0 OG for your 0-4 OG on every play. I do not like the idea of making this game more like a video game where QBs will be changed on every down and distance. Not my idea of interesting. I understand that Taysom Hill comes in for a few plays now and then. I understand that Randall Cunningham came in on 3rd down for Ron Jaworski. I don't think the NFL Exceptions should drive our rule.
Our rule is easy. You start a drive with a QB; you finish with the QB (except in the case of injury). You can change drive by drive; just not play by play.

If you’re changing QBs 20 times a game your team isn’t that good. I can’t understand why the league is afraid of this rule. If someone wants to change QBs that often against me, I’d welcome it. This rule clearly applies to unique situations that will seldom occur. A year or two ago Indianapolis would put Brissett in at QB anytime they needed a hail mary because he had a better arm. New Orleans does their shenanigans at QB on a weekly basis. It happens in the NFL. Rarely of course. But it would also happen in our league rarely because who wants to change a QB that often……..

Those are all valid arguments. Hail Mary, situational where a QB might be a better runner. I'm good with a Yes vote here.
