I was looking at the Trade Log and noticed both the Jags and Patriots owe the Vikings and Saints (respectively) their 1st round draft choices in 2020. These picks obvoiously represent good players. In addition, the Patriots and Raiders owe the Ravens their 2nd round picks and the Bears are owed three 3rd round draft choices by the Panthers, Steelers and Texans. If these draft picks are no longer available to the 4 teams that are being dispersed, how will they be handled on draft day?

So the Jaguars traded their first round pick to the Vikings and they get it back? So the Patriots traded their first round pick to the Saints and they get it back?
I can't believe that these trades are eliminated for the Jaguars and Patriots (and other teams listed). That doesn't make sense. Please clarify what happens to the Jaguar and Patriot draft picks that were traded and the other teams described above that are not the Vikings, Saints, Bears or Ravens. I assumed they still lost the picks they traded to these now defunct teams.
Also, how many votes are needed to pass the committee's resolution for the 2020 Dispersal Draft? I believe we now have 17 owners.

The trades are not eliminated. The draft picks are eliminated. No one gets those picks. This offsets draft picks traded away by dissolving teams which are held by existing teams which are inserted after the lottery.

So the Jags and Patriots will not get their 1st round draft picks in 2020 due to the trades with the Vikings and Saints? There will be 22 instead of 24 1st round picks.

The Jags owned two 1st round draft choices and the pick traded to the Vikings was previously owned by the Bears. The Jags still own their own 1st round draft choice.
