The Philadelphia Eagles still have Foles on their roster, so if something is to be done with Foles they will have to make a decision. They have a $20 million option on Foles, they could apply the franchise tag, or they could trade him. There is also the possibility that Foles pays back $2 million of his $20 million dollar salary for 2019 and becomes a free agent.
Philadelphia has said they are committed to Carson Wentz as their starting quarterback, but they also really like Foles. Philadelphia has until February 10th to exercise their $20 million dollar option on Foles and then Foles has until February 15th to decide if he wants to pay the $2 million to decline the option and become a free agent. Most people believe that if the Eagles exercise their option that Foles will indeed pay the buyout.

I don't know about you but I certainly wouldn't pay a career 61% completion percentage QB with a 7.1 YPA $20,000,000 a year.
