PROPOSAL 1
PLAYER USAGE
PREAMBLE:
For 20+ years the league has had few limitations on player usage for three main reasons. First, we want to keep it “fun” for everyone. We want all teams to be able to compete season to season even without Peyton Manning at QB. Second, we utilized the “harsh” injury rules that came with the game. We routinely had long term injuries including season ending injuries for players that were never injured in real life (Peyton Manning) so we needed the dudes and limitations would make the game less playable. Third, not everyone kept statistics in our card and dice, face to face league so enforcing usage limitations was theoretically (practically?) impossible.
Now that we have limited injuries to “rest of game” and the game engine will keep track of usage, the issue of “fun” is at the forefront. We successfully instituted the “RB fatigue” rule last season. Players learned to use more than one RB for every single carry. The logical next step is to implement QB usage limits so that Cooper Rush/Matt Moore/Jim Sorgi is not better than Josh Allen and to limit all players so that a WR like Henry Ruggs should not put up numbers like Ceedee Lamb. :
PLAYER USAGE. The game engine will control player usage. Quarterback overusage and Player overusage will be set at 150%. (This is generous and a good starting point). Running back fatigue will also continue to apply.
From the Computer Game Rules: A maximum of 2 players will be forced to rest each game – the two that have the highest usage over and above their projected usage. Only one player from each category (running backs, quarterbacks and receivers) will be rested. If resting a player would result in no players being available at that position (due to injuries) then the player will not be rested. Player over usage does not take affect until the 3rd game of the season. It is not in effect for the last game of season or for the playoffs. Note: The following players will NEVER be rested due to overusage: QBs with 500 passing attempts; Wide Receivers with 70 receptions; TEs with 40 receptions.
Quarterback. If you have two quarterbacks with a combined 400 passing attempts on your roster you MAY carry only two quarterbacks; otherwise you MUST carry at least three quarterbacks. The maximum number of quarterbacks you may roster is four unless one of the quarterbacks is used to satisfy another roster spot (Kordell Stewart/Taysom Hill).
Written (unwritten) Rule. A coach that intentionally maxes out a low usage player so that other low usage players will always be available will be subject to discipline: loss of draft picks; playoff ineligibility; and dismissal from the league are options.
PLAYOFFS: A quarterback with 100 passing attempts is unlimited in the playoffs. A quarterback with 99 or less passing attempts is limited in the playoffs to the ACTUAL passing attempts the QB had during the NFL season. This is a cumulative rule. All playoff game passing attempts are counted. Upon attaining the actual number of NFL attempts, the player must be removed from the QB position. The player may not return to the QB position absent injury requiring the “overused” QB to play.
A running back with 75 rushing attempts is unlimited in the playoffs. A running back with 74 rushing attempts or less is limited in the playoffs to the ACTUAL rushing attempts the RB had during the NFL season. This is a cumulative rule. All playoff game rushing attempts are counted. Upon attaining the actual number of NFL attempts, the player MAY remain in the game as a receiver but may not have further rushing attempts absent injury requiring the “overused” RB to play.
There are no receiving restrictions in the playoffs.
