Isn't it simply that you have to have a Fullback to have a running play with a Fullback? Sure, you can put two Half backs in the game to satisfy the computer game formation -- but you cannot PLAY that formation in our league.
On offense, you can easily fulfill the FB/BB formation with 3 TEs -- but you cannot PLAY that offensive formation.
It looks like the keys are:
3 DTs 2 ILBs 6 DBs 4 WRs 2 TEs 1 BB/FB
If you have these along with all the other "normal" positions, you will be OK.
I am still concerned about shortages at Special Teams players

I vote YES to requiring each team to have the minimum requisite players as outlined by Pat above. In the event that a team cannot attain the minimums post-draft, I would allow the team to take a "cut" player to complete the roster.

I vote NO to allowing two HBs to play in the same backfield as a "loose" substitution.

Play. The ST shortages have existed every normal draft year. This is hardly different.

Will a mistake happen -- Yes. However, it should be infrequent.

I believe we have 6 "yes" votes for Pat's Roster Position Minimum Proposal as outlined at beginning of this post (John, Brian, Tony, Ryan, Mark and Rich). I also believe we need two more "yes" votes for this proposal to pass.
Also, I agree with Rich's comment regarding teams that don't meet the minimum requirement after the draft is complete. They will be allowed to pick up a player (cut player first, then free agent if a cut player is not available for their open position(s)) to make their offensive and defensive formations complete.

These are the minimums we are voting on (from Pat's initial post):
All teams must have a valid roster before the league can start. In order to field a valid roster for the computer game you must have the personnel to field players in every formation. This includes the defensive formations: 5-6 (2 DE's 3 DT's) 3-4 (2 ILB's) 3-3-5/4-2-5 (5 DB's) 3-2-6/4-1-6 (6 DB's)
And the Offensive formations: BB with a FB(2 FB's/BB's) 2TE 2WR(2 TE's) 3 WR(3 WR's) 4 WR (4WR's)
Special Teams 1 Kicker 1 Punter 1/2 Kick Returner (2 if your player isn't a #1 returner) 1/2 Punt Returner (2 if your player isn't a #1 returner)

With 8 yes votes (John, Brian, Tony, Ryan, Mark, Pat, Pete and Rich), this rule has passed.
Each team will need to have a minimum number of active players (non-carded players don't help) at each position in order for the computer game to work properly. As Pat mentioned in his proposal, that means each team will need a minimum of the following active position players so all offensive and defensive formations are fully staffed:
This includes the defensive formations: 5-6 (2 DE's 3 DT's) 3-4 (2 ILB's) 3-3-5/4-2-5 (5 DB's) 3-2-6/4-1-6 (6 DB's)
And the Offensive formations: BB with a FB(2 FB's/BB's) 2TE 2WR(2 TE's) 3 WR(3 WR's) 4 WR (4WR's)
Special Teams 1 Kicker 1 Punter 1/2 Kick Returner (2 if your player isn't a #1 returner) 1/2 Punt Returner (2 if your player isn't a #1 returner)
Per Rich's comment above, if a team does not "have the minimum requisite players as outlined by Pat above" after the draft is complete, they would be allowed "to take a "cut" player(s) to complete" their roster. If a cut player is not available for the position(s) they need to fill, they will be able to select a free agent.
